actually one point of charging base is ground and the other one goes to main ic.and that path is defined with red colored line in diagram that goes to eight leg ic and then to the battery terminals.check this path with meter and if broken make jumper as line is indicating in diagram if not solved that you may have to change this ic or resold it.
